Digital transformation and corruption: A socio-materiality perspective

In this paper, we unravel the intricate relationship between public sector digital transformation and corruption from a socio-materiality perspective. Specifically, we explore the extent to which digital transformation shapes (un)ethical behavior of civil servants and the extent to which the civil servants’ (un)ethical behavior shapes digital affordances. Our findings from auto-ethnography and interview data challenge expectations that digital transformation is an effective deterrent to corruption, although we offer mechanisms which offer a rich explanation of the entanglement between digital tools and civil servants’ behavior.
