To understand the Trump Administration’s tariff strategy toward Canada and other countries, policymakers, executives, and investors should examine A User’s Guide to Restructuring the Global Trading System (Nov. 2024) by Steve Marin (PhD, Harvard, Economics). Marin argues that the Bretton Woods system disadvantaged the U.S., enabling trade imbalances while the U.S. bore global defense costs. Additionally, an overvalued dollar eroded American manufacturing.

In response, the U.S. is using tariffs, currency manipulation and national security concerns to open foreign markets, enforce defense burden-sharing, and incentivize domestic manufacturing. Non-compliant nations will face permanent trade restrictions.
